This is besides possible cost savings by the reduction in number of visits to an emergency room for overdose and the possibility that programs like this have been a back door to get people into treatment. Just like with sex, using a total abstinence policy when it comes to drug use is just silly. Those who are going to continue to use regardless of risks need to be taken into account too.
